I’m an adult female who’s been fishing for let’s just say 20 years, and I have never come across this while fishing. I’m use to water snakes but this, no, not ever. If you also never know these things exist, it’s called a Lamprey. It’s similar to what we know to be a leech, but from the looks of it, could be worse.
